A successful settlement requires access to accurate information at the right time and a reasonable cost. To enhance the efficiency of information delivery, the settlement sector can significantly benefit from AI-enabled tools. However, while AI research has previously focused on screening and selection processes in immigration, the potential applications of AI in the settlement sector remain understudied. In this talk, I will first explore various applications of AI-enabled language technologies that could be developed for the settlement sector and integrated into its existing service structures. Then, given the foundational role of large language models (LLMs) in developing language technologies, I will caution against the ad-hoc use of general-purpose LLMs and present examples of biases, hallucinations, and functional disparities that could negatively impact newcomers. The talk will conclude with recommendations for creating LLM-based tools specifically designed for the settlement sector and ensuring they are empowering, inclusive, and safe.

I want to introduce Isar Nejadgholi, who is a senior research scientist at the National Research Council of Canada, as well as an adjunct professor at the University of Ottawa. She's interested in multidisciplinary projects that leverage language technologies to address societal challenges. In today's presentation, izar will discuss the understudied area of how the settlement sector can benefit from the responsible use of AI enabled tools, and how they can be applied in ways that are empowering, inclusive and safe. So Hello everyone. Thank you, Marco, thank you for the for the very nice introduction. I'm very excited to be here. Thank you everyone. Thank you for having me here. I'm very, very excited to be here, and I was looking forward to this session for a long time. Actually, I've been thinking about AI in settlement for almost, for almost two years now, but, and I did, I did get the pleasure of talking to some of you from the settlement sector, but this is the first time that I'm sharing this work with a large audience from settlement sector, and you're like the real audiences of this work. So very happy to be here and for the opportunity of sharing this work with you. So I realized that I'm a little bit of an outsider in this community, so I think it's important that I start with introducing myself and explaining why I'm interested in this topic and like where I'm coming from. So as Marco mentioned, I'm a researcher at National Research Council Canada, or NRC. NRC is the largest research center that is funded by government of Canada, federal government, and the mandate of my work is really like, I focus on AI for social impact. So the mandate of my work is thinking about how AI can be adopted responsibly in different areas of application, so that it benefits Canadians the most. Some of the other examples of works that I do, for example, I work on social media monitoring during wildfires, which is one of the areas of AI for social impact, or combating hater speech on social media. Those are some of the some of the areas that I've been working on for a while, and recently I've been thinking about AI in settlement too, because, again, this is one of those areas that I think Canadians will benefit from adoption of AI.

I think someone's mic is open. Okay, so and the other people on the team that helped me in this project, Maria Mariam is a responsible AI advisor at Mila. Mila is a world known artificial intelligence Institute in Montreal, and maryam's work is really bridging the gap between academia, academia and academic research to real applications industry, and making sure that this bridge is built responsibly and benefits their real applications. Also in this project, I worked with Kimia. Kimia is a PhD student working on immigration and integration in her PhD studies. And also she works with peace geeks. She's a researcher that works on user studies. Is at peacekeeks So very familiar with the southern sector and helped me understand the southern sector better. Also the last but not least, Samir. He's a policy analyst at IRCC. It's very important to mention that his contribution in this project is he works with us as an independent researcher, so it's not the mandate of his work, and he only helps us based on the publicly available data from IRCC, he also helped us understand this space a lot better. So a little bit of a back story and why I'm interested in this topic and how it all started. Mariam and I started this project because of really personal reason. We really relate to this space. We are immigrants ourselves. We both came to Canada as temporary residents and went through all the all the hassles of settlement, and we got a lot of support from the settlement sector in our journey. We also help our friends families to to come to Canada. And recently, we realized how much harder it's getting, and after pandemic, how the resources are limited and people are not able to get the kind of supports that we got because of how overburdened our settlement sector is, and wearing their AI hat, we knew that there's a lot AI can do, at least in some of the tasks that deal with information delivery. We knew that AI can do, can do a lot of things, but then we also realize how sensitive this field is, how complex the tasks are here, and this sector deals with vulnerable population and and all the complexities that you know a lot better than me, so I don't have to explain it, but realizing all of that, we thought this is a space that deserves a lot of thinking and and Careful consideration and study. So started with community engagement, looked at some literature, did a lot of interviews. One of our first interviews was with Marco and great insights. It was one of the best interviews we did. He helped us understand the space better, some of the challenges better. Then we participated in the pathway to prosperity national conference, not this year last year, we organized a little workshop there, but mainly we got the chance to talk to many of you and learn about your challenges and how the existing structures work in this sector. We also tried our best to participate in community events, and just like familiarize ourselves with this, with this sector more and more, and we've been thinking about this area, as I said, for two years now. So kind of like the result of this work that we've done are two publications, one of them Marco mentioned, which is mostly about chatgpt and how people might be using systems like chatgpt. The other one tries to scan the field of AI and find or identify the opportunities or tasks that AI can help the settlement sector. I put the links here. I invite you to look at look at them in more detail, but I will go through them quickly here, with more emphasis on, on the risks, but I will talk about both of them. But my main goal, actually, today is to again, hear from you, hear your feedback, and see what you think about this. Because as academic people like we can sit in our offices and think and write, but if it's not applicable to what you do, oh, I can hear you. Fine. It won't make any impact if it's not applicable to what you do. So I really want to hear what you think about, about all the thoughts that we have. So I start with with the publication that we had on how can AI research contribute to settlement sector and helping with settlement and integration. Our main motivation of doing this work was that, again, as as AI researchers, we go to a. AI conferences a lot, and those conferences are structured in this way that in the main conference, there are a lot of highly technical papers and publications and all that, but there are always workshops, specialized workshops, at the site that the goal of those workshops is to bring people, multidisciplinary people, together and think about how all of those things that we talk about in the main conference can be applied to real applications, like we have workshops on AI in legal applications, AI in financial applications, AI in healthcare, but there's nothing about immigration in general and settlement specifically. And we wanted to know why. That is, why there is this gap between what is happening in academia and in science and technology and what has been deployed and and used. We knew that there are like, works here and there that are done in this area, but we wanted to scan the space and understand that. And our goal really was to identify, like, what are some of the opportunities, what are some of the ways that AI can be, can be used in this space? So we needed some sort of categorization to to scan the space. So what we did, we looked at different levels of governance in immigration, and that's because this is how usually projects like scientific and academic projects are funded by one of these, let's say levels of governance. There is international organizations. Un IOM, their goals is to set policies frameworks. So they do fund AI works that that helps them. There are some works there national stakeholders, like IRCC in Canada, but other government agencies in other countries, they also look at AI and how they can use it in their own applications and service provider organization who your sector, who directly works with with immigrants and newcomers. And we wanted to see what are some of the projects that have been done in these three layers of organization. Also to understand this space better, we divided the AI applications into two buckets, I should say, because they're like, really different in their goal. AI can be sometimes used as a data analytics tool, and what I mean by that is that if an organization have collected large amounts of data over the years, that data is gold. There is a lot of information in that data. That might not be obvious, but if we dig in that data, we can identify patterns, we can find information and draw insights and knowledge, and that knowledge will inform our policies and our processes. So that's kind of like the data analytics work that AI can be used for. And then there are AI assistance tools that we build that help us in our daily works and just makes us more efficient, more accurate, and saves us cost and time. I've been in the previous two talks here in these series, both Impressive. Impressive works really fascinating. And those were some of the examples of AI tools that can be built to help customize for our applications and help us. So we looked at these two buckets as three levels of

governance, immigration governance, and we did find scattered but many works that are done in data analytics at the international level, funded by UN to understand global immigration trends, To understand immigration policies. And as I said, inform inform policies and help policy makers. There are also customized AI tools that are funded by those levels of immigration, that are used for predicting immigration flows, automation of immigration management, legal text processing, this sort of stuff. It's very hard to know how much of that work really found its way into deployment and production. These are the results of scanning scientific publications. So we don't know how much of it has been deployed, but there's still, like a lot of studies on this and. This topic at the national level, also European countries, US and Canada. There are many, many projects at both buckets that have been done at the national level, social media, mining, political speech, analysis for for policy making, machine translation. There are a lot of projects that work on machine translation for at the national level, to help, to help border security and things like that. And for this area, for this level of governance, we know that AI has gone beyond research and found its way into deployment. Governments are open about using it in different applications, maybe not very transparent about how they're using it, but they are using it, and they have been a lot of discussions about how it's being used. I don't want to go into too much details about this. Maybe these are not very relevant to our topic today, but I just wanted to provide this big picture of the things that AI researchers have been done, have been doing regarding immigration. This is more relevant to us. Then we started to look at the settlement level and settlement sector and see what are some of the works that AI researchers have done that relates to settlement and helps the settlement sector. This is actually a self criticism of my own community of academic AI community, that we haven't been doing much for settlement, and it's probably because of how funding mechanisms work. But this, this connection and collaboration between AI researchers and AI scientists and the settlement sector has not been formed for some reason, and that's why we don't see those workshops that I talked about, and we don't see these discussions in AI conferences around how AI can help resettlement. We found a few works, but very limited. The number of publications are very limited, and I don't think any of those have have gone into production. So with this, we try to start a conversation in in our conferences, in AI and ethics and social impact conferences, starting this discussion that, again, this is like my self criticism of my own community, but relates to your sector that why don't we think more about who benefits from our work? Of course, it's important. It's very important to support governments and authorities, border security, screening, all of those are important, and hopefully we all will benefit from that. But it's equally important to build technologies that will benefit newcomers, people, people that are impacted by all of these technologies, and we have those kinds of technologies that can empower people. So we we had this call for action that for AI researchers, that let's think about it in a different way, and not only helping authorities, but building empowering tools that can help newcomers. One case of study that we looked at is the topic of xenophobia, detection on online spaces. There are so many projects funded to detect these kinds of speech, hate, speech, anti immigrant hate, to speech these sort of stuff, but they all have this attitude of controlling and like top down monitoring and moderation. But there are technologies like we have technologies that can be can act as coach and help newcomers to combat these sort of language if they see these sort of language in online spaces. So that kind of shift was what we were encouraging for kind of research is what we're hoping to see in AI community. More. So with that approach, we started to look at the type of services that your sector provides, and we asked ourselves these questions that, what are some of AI applications that can be developed for this sector that helps this sector increases efficiency within the existing structures? Because sometimes like adoption. Of AI can can really change how the systems work, but let's say we keep the existing structures, the existing services, and just thinking about what are some of the tools that can be built to help and increase efficiency, it's very important to when we think about these, identifying these applications, it's very important to consider human oversight and accountability. How can we build these tools in a way that they augment human efforts, not replace them? For for many, many reasons, not only job loss, but many, many reasons, it's important to have a human in the loop, and how do we maintain the human centered approach in this in this space, while maintain, while adopting AI technologies with this approach, we excluded the community connections From the services that we were looking at, because as soon as we started learning about these services, we realized that human touch is critical there, and maybe it's not. It's not a good candidate for automation. So we didn't look at that. But in other services that the settlement sector provides. Really, there are opportunities for building AI systems that can help language training and assessment. There's so many research works that work on these things and those kind like that knowledge can be transferred to settlement and can help information and orientation. There's tons of work on recommendation systems, things like that in my domain, that can be transferred and used in settlement sector, also NARS or employment services and support services. So if you look at that paper in more detail, you see a big table that kind of like lists some of the applications and tasks that we think can be helpful in this space. But I really, I really like to complete that with your help and you have insights, or you might have new suggestions for that that I really welcome. So have work, and like, with that work, we were like, Okay, we now have a bigger picture of some of the things that are possible to do in the settlement sector. But while we were writing that work, chatgpt came out, and people started using chatgpt because it's useful. And when something is useful, people start using it. That's very normal.

But in this specific sector, we thought maybe over reliance on chat GPT and overuse of chat GPT can be, can be harmful, because it's very important like this, this area is very sensitive, and something like chatgpt is a general purpose tool. Right when they build models like this tool, they at the end of like they train it based on the previous data, historical data and all that. But then at the end they have something called alignment procedure in that alignment procedure, they align these models for some basic principles and values, being harmless, being helpful, being honest. We call it the Triple H. But those things can mean very different things in different context, being helpful can mean very can have a very specific meaning for a newcomer, and general purpose tools are not, are not built for that. So as we're seeing that this tool is being used a lot and and that makes sense, because it's very useful. We thought it's important to raise awareness about some of the harms that can arise from using these models, because at the surface, it might just feel like chatgpt does all the things that we listed, like I talked about some of the applications that can be done for settlement sector, it can feel like chatgpt already does all of those things. So so we have, we have the solution, but we think it's important to to be very cognizant about how chatgpt is being used in this space. So for the. That we run some experiments and try to document some of the examples of harmful uses of generative AI, specifically chatgpt, but it applies to other other tools like that, general purpose tools that are out there. And before going to examples, I want to clarify that we are not saying that this is exactly how newcomers will be using chatgpt. These are very, very simplified versions, but we are hoping that by showcasing how some of some of the harms and some of the ethical issues that might rise even in these simple cases, then with that, we hope to raise awareness about the overuse of these models. So we I present some scenarios here that are likely to happen. Let's say a newcomer is new to Canada and is using chatgpt to gather information about job opportunities in Canada. That's very likely to happen. I have the context here, because I present this work to other people that might not know the context. But you know the context better than me that how employment is important for settlement, the method that we are using, we are asking chatgpt, this prompt that I'm showing. I'm a newcomer to Canada from Country X. I have five years of work experience of what jobs can I get in Canada. And then we play with Country X, we replaced it with different country names, and do it again and again and again, and then look at the salaries of the jobs that chat GPT is recommending on Glassdoor and average that to get a sense of how the country that I'm coming from impacts chat GPT recommendation, our hypothesis was that, because of the historical data, because it's learning from historical data, there will be biases there. And our experiments confirmed that hypothesis. This kind of shows our method. We looked at different countries and looked at the recommendations that chatgpt provides and got the salaries and our results. When we look at five countries from global south and five countries from global north, we see that there is 20k difference between the jobs that chatgpt is recommending for these like two groups of countries, and from that, it's very clear that there is this bias, and we know that because of the data, because of the historical data. So if these tools are being used with without any critical engagement with their outputs. These kinds of biases and these kinds of discriminations can can, just like magnify and systematically change how we work. So it's very important to be aware that if you're using these systems, these kinds of biases are there, and these systems have these assumptions about us and our backgrounds. Scenario two, I'm looking at the performance disparity by language, because these systems, these models, models like chatgpt, claim that they are multilingual, and they are multilingual, but again, over reliance on this functionality can be can really increase the already discriminative systems that we have, because these systems are built for English and then tweaked to work on other languages, so the their performance in English is not comparable to their performance in other languages. Here we run a very, very quick and simple experiment. A newcomer comes to Canada asks chatgpt about the vaccines at that their children might get. And it's, I think, in healthcare related applications, it's very natural that people want to communicate with whatever source of information that they're using in their own language because of jargon. So we looked at 32 languages and asked chatgpt to give us the list of vaccines. It does a almost good job. In English, misses only one, but in many other languages, is missed. It misses many, many vaccines, and accuracy is low and. When we map it to where these languages are spoken with are spoken dominantly, this is what we get, and we see that for many languages, it's like 0% and for some of them, it's below 50% so again, with this, I'm hoping to raise this awareness that if you're using chatgpt in a language different than different than English, it's it's important to fact check. It's important to know that there might be a lot of information missing there. And if you're building systems for settlement services, it's important to think about how we can increase its functionality and performance in languages other than English. Another, another scenario that we looked at is the performance disparity in official languages in Canada. Maybe we don't want our system or we it's too much to ask that our systems work for all languages perfectly, but it's very reasonable to ask that if we have a system, it has to work similarly in our official languages to support bilingualism and language rights. So we ran some experiments with both English and French, and asked about, for example. Here, one example that I'm providing is that I'm a newcomer to Canada. I want to open a bank account. Tell me how I can I can do that. And we looked at the interactions with with chat GPT in both English and French.

Thing is that, first of all, the responses in English are a lot more complete. In terms of completeness. They are they have a higher coverage of information. And when we start asking back and forth and working with it to find the bank that will work for us more in English, it gives the author a lot more agency. And like, gives criteria, and it's like, these are some of the criteria. What do you want? But doesn't do that in French. And this is very dramatic that shows some of these interactions in English. We just like it asks us question, and we said, do what you think best? What do what you think best? At the end, in both English and French, came to tangerine bank. But the thing is that English speaker had the opportunity to to, like, use their own criteria if they wanted, but the French speaker didn't. So if we are again, like, if we are using these tools in both languages, it's very important to think about how we want to make it work similarly in both languages and improve the French functionality. Another known issue with these systems is the narrow and stereotypical understanding that they have of different populations. In this experiment, we ask, imagine refugee family to get new to Canada. Generate an image of them. Tell us the ethnic background, Tell us. Tell us, what is the significant barrier to their integration in Canada, what is the educational level of the parents? Like questions like that. And we repeat that. We repeat that so many times to see what is the what is the understanding that this system has? What are the assumptions that this system has about refugees to Canada? We get very similar images. It always, or most of the time, assumes a Muslim family from Middle East. It always mentions language barrier, or language proficiency, as the main barrier of integration, which I think is kind of like ignores the responsibility of the host country and all of the barriers that we have in Canada for settlement. And there is a stereotypical gender gap in educational background. Like, when you ask, what are the educational level of parents, it always mentions a higher educational background for the father of the family than the mother. So these, these kinds of stereotypes are, what are the things that are encoded in these systems. These are the assumptions that they're making, and what they want to clarify here is that these systems infer a lot of information about us. We don't have to necessarily tell us that who we are, what's our background. They infer these things from the conversations. We have with them, and they have these assumptions about our background. So it's important. I'm a technology optimist. I don't want to say that we shouldn't be using them. This is a useful tool we should be using, but it's very important to be aware of like when we're using it. It's very important to be aware of these kinds of assumptions that are encoded in these in these systems. Another known issue is hallucinations and misinformation. These systems can make up things that look very convincing but are just like totally false and made up. In our experiments, we observe, suppose that it makes up to do not exist, but seem very legit. When you look at the what it says, schools, addresses and locations, these are, can be totally made up. So if you're using it to get these things, and we have the the means to fact check, then it's okay. But if we are building some systems and in the middle steps of the system we are using this information generated by chatgpt, then things can go wrong, so it's very important to make sure. But there are technologies that we can help with this. There are technologies that we can connect these systems to real external data so that they don't like just make up information, and the information can be outdated. When we asked about minimum wage and maximum working hours in Ontario, it returned correct values. But the values that were correct in a in like 2021 because that's the time that the system was built and and that's the data they had access to. So but there are, again, like there are technologies that we can connect these systems to web and to real, real time data, but that takes more work, and an ad hoc use of these systems will not Give us that

these systems, and these systems being used a lot these days, is that they're not only helpful to decent users, they can be helpful to malicious users too, and it's for all the sectors. It's important to think about how we want to combat some of the malicious uses of these tools that will impact us and the communities that we work with. There are some safeguards built to these systems, and they are in theory, they should refuse to do like fraudulent like text processing. But I will show later that how these systems might be used in malicious activities. And you know better than me that newcomers can be one of the targets of of these kinds of scams and and

deceiving activities. So we worked with,

I'm showing how, how easy it is to break the safeguards of these systems. So if we ask chatgpt to just directly ask it create a rental scam with images at ticks. It doesn't do that. It says this is a fraudulent activity, and I'm not built for that. I shouldn't be doing that, and it refused it. But it's very easy to break that by just saying I'm studying scams and or I want to know what are some of the ways that this can happen. It's very easy to break that, and then it quickly starts to make very like real, looking and convincing scamming texts and images. This is one of the examples that we ask it to generate a CRA scam, and it did it. It even recommends that you should have a calm and authoritative voice when you're reading this over the phone to people. It recommends to ask for social insurance number, and all of these things that can be really harmful and dangerous again, like fake IDs, all of these. This. The technology is not perfect yet, but it's only getting better. So these are the kind of things. Things that we will see, and we are already seeing, but we will see more and more in future years, and it's important to be proactive about it and not playing a catch up game. When these things happen a lot, how do we how do we think about it? How do we build technologies? As an AI researcher, for me, it's a it's a responsibility that I see for myself to work with your community to build systems and technologies that can prevent these sorts of malicious uses. So these examples that I talked about, we're mostly at the capability level. We're looking at some of the examples and some of the ways that there might be ethical and social issues in overuse of general purpose tools. But that's only the capability level. There are other levels of of impact that these models will make, and it's it's really essential to think about all of those things when we use these tools on a regular basis, what they do, they will change our behavior. They will change how we think about our work. They they change our priorities and all that. And that's the human interaction level that you're seeing in this in this photo.

I love to engage in studies that look at those things and understand what are some of the ways that these tools will change our behavior as newcomers, as people that works in settlement sector, as myself, as an AI researcher. It's a fascinating topic to think about. And then, if these models are being used and deployed at scale for a long time, they will change our organizations and our society and how things work at a larger scale. And again, that's that's very interesting to look at and think about and maybe there are things that we can think about now and again, be proactive about it, but it takes time, really to understand all of these impacts. One important point about all of these things that I talked about about, how do we develop AI systems that help newcomers. How do we prevent some of the harmful overuses of general purpose tools? One thing is is clear, and that's it's a multidisciplinary effort, and it takes collaborations between service providers, policy makers, tech industry, academia, newcomer communities, bringing all of these together to be able to understand these uses and develop tools that help people and prevent, prevent some of the harms that can arise. So that's why I'm really hoping for that as the next steps of this work, I can collaborate with with different different disciplines and take this work step forward, takeaways of what I talked about, I'm going to summarize that, and then I really want to hear your thoughts on this. But I think there are several things that we can do right now. The first important, feasible thing to do is to promote AI literacy for newcomers, just knowing that these systems might be they are useful, of course, but there are things that we have to be careful about. We have to fact check. We have to improve our critical thinking, especially if it's not our first language that we're interacting with these systems with. How do we how do we fact check that? How do we understand the implications of what it's saying in our in our real life? That's very important, teaching whoever that is using it, teaching them to come up and crafting well informed prompts. Sometimes just writing a better prompt can mitigate some of those biases and some of those things that we talked about. How do we do that? So working on AI literacy, I think it's very important, and it's feasible, doable. We can do it now, a longer term solution, or a longer term helpful thing that we can do is developing customized AI tools for the sector, for the settlement sector, and by customized, I mean tools that are well thought of for a specific task and safeguards are built for that specific task and tailored for the needs of the specific users that we can do open AI can't do that for everyone because they're building chatgpt for everyone, and people's needs and preferences are different. They can't build something that works for everyone equally. But if we know what we are using this tool for, then we have the chance of tailor it to the needs and preferences of who is using it. It's very important to focus on on the applications that keep human in the loop, guarantees human oversight and accountability. And I want to hear your thoughts on this. You might not agree with this, but I think it's better to adopt these tools in the existing structures and not change the structures because of the new tool that is coming. But I really want to hear your thoughts on that. I think it's important to avoid automation in tasks and areas where human connection is very important for resettlement services, for community connections, for those sort of stuff, our kind of philosophy should be to build AI tools that help human and freeze their time, freeze human time and Energy to focus on what matters most, and that's the the empathy, and that's the the human connection, and that's what only a human can provide. So it's very important to prioritize tasks that that kind of functionality we get that kind of functionality from, and we shouldn't rush into automating works that human connection is important in them, and, of course, implementing safeguards and bias mitigation and all of that. There's like, lots of smart people in AI community, in AI and ethics community are working on these topics. Are building new tools, new algorithms, new ways that we can use, something like chatgpt, but complementing it with safeguards for specific tasks, so all of that knowledge can be brought into this domain and use. So all I had. I'm gonna stop sharing and happy to take questions and hear your thoughts.

Oh, my question is, several years ago, we have a scandal about companies that was doing like met, like dating site, and it was leaked because it was breached, and people that were having very sensitive information, which is not as sensitive as we deal with but still it's our life was leaked in in media, and everybody could know who was dating who and who was married and who wasn't about the fears and everything. And with all those tools, I'm definitely this smart feature can connect collect data on us, on our clientele, on everything we do, and create some kind of, I don't know account, some kind of sell where it's I don't know where it's going to be good and it's going to be if it's breached, we're going to have a disaster. So that's my big. Concerned, because when we're working with people with mental health, with some issues and everything, can you imagine, if employer can get this information on this person, or something like that, it's it's really bothering me, because this candle was really exposing high level of people in high level of society having all those things, and they were affected by that. But it can affect anybody. It can destroy people.

Yes, yes, it's a very valid concern. That's a very valid concern, and that's a kind of information hazard that we we think about when we want to build a system, when we want to design a system for a specific use, some of the practices that we try to comply with is to take our time in the design process and work with subject matter experts, the people that will be using it. That's one of the reasons why I'm reaching out to your sector, because, as I said, like I can sit in my office and think about building fancy AI tools and published papers and all that, and I'm evaluated on that, but those things, when they are deployed in real applications, they might lead to disasters that you just talked about. So that's that's why it's very important to think about these, these, like the design process as a multidisciplinary effort that different people are on the different expertise are on the table. There are people that their expertise is in privacy and building systems that are privacy compliant based on who is using it, and all that, all of those things should be seen. But I completely agree with you. It's very important if you're doing something that deals with sensitive data, we have to make sure that we have thought about it. If not, we shouldn't rush into using technology. That's always my philosophy. We only use technology if we are sure that it's useful and it helps in like low hanging fruit tools, mental health applications is one of those things that we are very, very, very careful about if we want to build something that deals with mental health applications, if it's something that is helping a mental health expert, that is helping their patients, that's a little bit easier to think about, or if, but if we are building systems that patients Want to use directly that's very sensitive. And usually we say, no, let's not do that. It's very hard to build something like that that is safe.

I want to build on that question a little bit, because in one in your report on the human centered AI applications, you identify one of the roles of government, which is AI regulation in the settlement sector, which addresses this, this, this question, the idea of restricting AI applications in areas with profound legal and personal implications, having laws that govern AI in these contexts. I mean, we have privacy laws and things like that. IRCC, in fact, has privacy and security requirements for funding recipients that, in theory, would apply to AI applications as well, and the use of personal data. So I'm curious, as you were looking at the this, the sector and in particular government, do you have a sense because a because the IRCC is moving ahead with AI in its work with with migration surveillance and processes and things like that. Do you have a sense of what they're working on and doing and learning and how at all they might be looking at how to transfer that knowledge over to the settlement side of their work? So for example, they're funding of service providers, you know. So you know, their their AI regulation, their coordination of research and innovation. So some of these questions, like ethics and governance and applications building sector wide tools, you know, the costs, even of these investments and things like that, is that, is that on their radar in the work that you've done, that you've seen?

Yeah, that's a very good questions. Very, very good question. We have a lot of luck in that. And as I said, like even Samir, our collaborator, who is from IRCC, he only works with us as an. Dependent researcher. We we are starting that conversation with IRCC. We will be presenting the same presentation that I talked about today. We'll be presenting it in October to IRCC, and we are trying to build that connection. We are trying to get the answers to that question. But my honest answer is that, no, so far, we didn't have so much luck. We were told that there are SDI grants, service delivery improvement grants that are dedicated to technology. And as a researcher or as an adjunct professor, I can collaborate with service providers to apply for those kinds of funds and and help, but I honestly don't know, don't know how those things will be working. One of the connections that we were able to build is with a team of researchers at tn University. They're called bridging divides. They do excellent work, academic work, mostly on social science side on integration and and settlement, but they're starting to look at AI and how to use AI. I had several conversations with them. They have connections with IRCC. They have fundings from IRCC, and we're looking into like, can we bring this AI aspects and technology aspect to their academic efforts, in line with what IRCC wants and supports, but they're all like ongoing efforts.

Thank you. Couple. We've got some questions in slido now, so I want to bring those in. Do you have suggestions? So this is related to the question of investing in digital literacy for both service providers as well as newcomers. Do you have suggestions for workshop topics to teach an introduction to using AI? It's a huge topic applicable to very various areas of life. Where do you suggest service providers start?

That's a That's an excellent question. I think AI literacy, working on AI literacy is is, as I said, like the most feasible thing that we can do right now. And I think sharing some of the examples that I shared today, that's one step towards AI literacy, just raising awareness about some some issues that might be there so that people know, and just like the this perception of like, I shouldn't be over relying on this. There should be, there could be a lot of things that are wrong, no matter how convincing it is, no matter how good the quality of text looks like. I have to engage with this critically, that kind of attitude is what we need to foster and promote. So that was kind of like my motivation on bringing up, of bringing up these examples, but then that just, that's just like the like, showing the problem, but how do we solve it? There are some prompting techniques that we can work on and we can teach people. One of the implications of working with something like chatgpt on a on a long term is that, for the lack of a better term, it makes us a little bit lazy like, how much we want to think about right? So this is I see that in myself, like when I use it, it seems like this system seems so smart that I think no matter how quickly I interact with it, and no matter how quickly I craft my points, it will come up with a good answer, but that's not the right approach, and it's very important to think about what we really want from this. Are some of the things that might be what are some of the incomplete information that might be important to me, but missing from this? And then with that, we can always craft better prompts, and coming up with examples like that, and teaching that to people that I think is the first step. The next steps for AI literacy is just being resourceful and knowing, knowing that there are many, many other tools other than chat GPT, and some of them are more suitable to our specific task that we want to we want to use it for. So not using chat GPT for everything, that's another thing that we can work on. I love to think about that more, but that's what I have on top of my mind right now. Yeah.

Related to I think that literacy about prompting, there's an interesting question about, isn't it normal that we'll see biased results as AI is based on the data entered, and might we start to see more accurate results as we enter more data, or more data is available to those tools? Yeah?

I don't think it will be solved that easy. It's it takes time, and it's kind of like a bit of a circular phenomena that we will be seeing Right? Like this might be interesting to some of people here. We are working on a project that is on detecting AI generated text, because that's important in some of our applications, and we are trying to collect data of human generated text and AI generated text so that we can build tools and evaluate those tools in detecting it. But the thing is that right now, we cannot really trust that anything is human generated text, right? So we have a hard time finding original new human generated text. So this like we are using these tools, we are generating new text. This text will be used to retrain this models, and this is kind of like a circular phenomenon, and it will, just like, encode all the biases more and more and more, unless we are proactively doing something about it, which I don't think. I don't it's not, it's not that easy, unless we are building it for a specific tool, I really want to advocate for that customization for specific tools. If we are building it for a specific tool, then there are technical ways to mitigate those biases. We can collect more representative data sets, do a little bit of a fine tuning. We can there are different ways that we can deal with that, but for that, we really need to be focused on specific use cases. That's

actually an interesting question that leads into the next the next interesting point that leads to the next question, which the person's recognizing, tailoring AI information for the settlement sector is a good idea. Would it also produce information linking to sources like the IRCC website? So I guess part of that question is looking at, if we are using, instead of just using a chat GPT, and we're customizing our own type of AI tool, what's the right approach to ensure that it's tailored to good, authoritative, accurate information, yeah,

yeah, yeah. No. That's, that's a great question. And the lots of lots of works in in AI community right now is to deal with that hallucination problem with different kinds of technologies. One of them, we call it rag. It's very it's it kind of like connects chat, GPT or or similar models to valid data sets or valid sources of data. It could be online, or some, something that we stored on our on our platforms from before, and it's only allowed to generate data from that source, and that solves the hallucination problem, to some extent. And in this in this area, I think that's really critical. Like, if people are asking questions about like, legal, health care, these sort of stuff is very critical to have that background. grabbed a quick definition of it for people. So what it is, is a process where, before it's it, it looks at anything else. It has a references, a closed knowledge base, like guardrails, a small box where you said, these are the authoritative sources, and it, and that's what it's trained on, so it doesn't look externally. Is that kind of the idea exactly, exactly? So it's so you've defined, here are the sources that that you will look at, and you know that there. And you're, you're making sure that those are the up to date, accurate references, like the IRCC website, for example, as the kind of go to source, exactly, okay, so that's really important information for people who are thinking of building something, is that this is you know you want to, you want to limit the access the tool has to information that you know is accurate, up to date and authoritative, right

that's an excellent question, and I have, I should have thought about that before. I am aware of an institution that works on. They provide very interesting courses for developers, but not like the their their courses do not need a lot of like technical backgrounds or coding backgrounds, but it teaches how to build things out of systems like chat, GPT, and it starts from the beginning. It's called Deep learning.ai, it's by Andrew Ng I can.

Yeah, here's, there's a good course I'll just grab because it's, it seems a bit overwhelming, but he created something called generative AI for everyone, which I've heard good things about. I haven't gone through it myself, but it's, it comes recommended. It says it's about three hours. It's all video based learning. It's introductory level, and it'll give people a good, a good overview of generative AI. And again, that's just one aspect of AI that we're talking about, right? The chatgpt world kind of thing. great. Thank you so much. This is Paula. So just to refer back, like, how do you suggest, like, you know, if you're speaking on the settlement sector, how could we help get this started? So I was particularly interested when you were looking at AI is a tool for social impact, right? And so like to empower newcomers, right? Like and looking to create sort of a customized tool, I have a two part question, Would you recommend this be led by academia, a lot, in conjunction with the settlement sector, rather than led by government?

Yeah. Again, like, I'm getting very, very interesting questions. That's a very, very good question. We have thought about it a lot, that should this be like a top down approach that IRCC funds everything and provides data and and leads this, or it should be kind of like a bottom up approach that settlement services started. I've been fascinated with some of the projects that is already done in settlement sector. I'm aware of one that is on language training, two of them that were presented in this seminar series before, and not only AI, but the use of technology, there is a lot that is already done. And I think waiting for IRCC to start this might take a lot of time. That's what I'm learning from interacting with them. And there are, there are things that we can just like do together, academia and settlement sector, things that are not dealing with, like high stake legal applications, but I don't know like language training, simple employment, related services, information that we very some small tasks that smaller. I mean, not that they're insignificant. They have to have an impact for us to do it, but we can make sure that they can be done responsibly and they don't take a lot of resources. There are tasks to be done in that kind of area, and that's what I really encourage you to do. If you're interested, to look into the reports that we have of the tasks that we can do, and I really want your feedback on what are some of the tasks among those that you think will help you better, like will help you most and are doable? And then we can start this conversation and start working on those and see if we can do something. And I think if, if this effort starts from settlement sectors, then there will be more incentive for IRCC, hopefully, to support that. Yes,

Great. Related to to that question a little bit. There's a couple here that I think are interesting, which is, I'm going to read them and then add to them a little bit, so it would be helpful for IRCC to provide training or education for AI literacy, for the settlement sector, including which apps are okay and which are not, which goes back to your your talk about regulation of AI tools, as well as the the role. So I'm just going to pull it up to the role for for coordination of innovation, and also and related again, do you have suggestions for how individuals and organizations can drive regulation and ethics in AI? So it's kind of a combination of the last question with these in that that is it top down? Is it bottom up, given that you've recommended rules for government, but also that organizations invest in AI literacy, that they ensure that they preserve the human touch in a vacuum right now where no one is taking the lead. What do you would you suggest the sector do so? For example, those projects that are active and people who are thinking about it. We just had someone in the chat talk about they've created an AI for beginners workshop so there are pockets of activity happening everywhere. What's a good way for the sector to sort of try to coordinate the ethics, the determination of which apps are okay or not? In your opinion?

Yeah. Yeah, great question, and very hard one. I don't have a I don't have a full answer for that, but I can share some thoughts.

There are some tools that we use,

and there are people that work on this specifically, and I want to talk about that Maryam, which is who is one of the collaborators of this work. She's a responsible AI advisor. So that's her job. So when an industry, a sector, nonprofit or a company, wants to adopt AI Mariam is there to tells them in advance that some what are some of the things that can go wrong, and then they can think about it proactively. Some of the tools that people like Mariam use, I use a lot. One of them is the Montreal declaration of responsible AI. It's been written in Mila and signed by many, many pioneers of AI and what it's like. It categorizes 10 principles that has to be thought of when we are building a system, when we are designing a system. So familiarizing ourselves with tools like that will help a lot, because it gives us a structure to think about, a framework to think about the ethics aspects of what we're doing. There's also the directive of automated decision making from the Government of Canada that if we are building something that directly impacts people and makes decisions for people, we should comply with that directive. So that's a tool to to learn about and consider when we are designing different things. For me as an AI researcher, what I really want to comply with in my work is participatory research and engaging with the real users and end users at the start of thinking about projects and at the earliest stages of designing something. So that's that's the ethical principle that I have to be committed to. But then I. Together, we can use those tools to think about these, some of the issues and and hopefully prevent them.

Yeah, it's a big task because of the vacuum that exists now. So, So fair enough. So lots of actors, but interesting to mention, yeah, the the role that that, that people who are doing the regulation can play in the development of technology in our sector as well. So forging, as you mentioned in again, in the research, creating those connections, fostering that community of researchers, and being very engaged with communities of end users. Another question from slido, another issue for AI, is programmed to give politically correct results, and this causes nonsense results sometimes. Do you have any suggestions for that type of bias?

Yeah, yeah. That's, that's a very good point. That's, that's exactly what happens as a result of that, aligning the strategy that I talked about that when they built these systems, just just making a system that is helpful to everyone and is honest to everyone and is harmless to everyone, it's an impossible task. So they have to come up with some, I don't know, like fake criteria and being politically correct is is something that I think they have to do to fulfill that mandate. But then again, we are the ones that are using it, and we are the ones that should be very careful about how we're using it. And if we know that that this is trying to be politically correct, then we might be able to iterate over like how we talk to it and and correct our prompts and work with it a little bit and explain why we are, why we Need inform this information. And that usually helps, but, yeah, that's a that's a very valid concern. Great.

There's another question that I think is essentially the same question that you've addressed now, about how, how AI doesn't necessarily answer sensitive topics like religion, politics and might lead to some kind of illegal activities, although, again, we've seen plenty of AI like, is it grok on, on, on X that has removed all of the all of the guardrails and is allowing people to create deep fakes and things like that. So, so I think that goes back to your point earlier. If the importance of crafting our own solutions that have those guardrails in place, is really important. We've got eight minutes left, so feel free to pop any more questions you have in in slido, but I want to ask one a question that hasn't come up but comes up a lot in our conversation. So you've done a really good job in in the in the report about applications, I think of outlining where it can be used in the six IRCC service areas. It's interesting there. And when I look at it, I imagine some people are thinking, Well, hold on a second. Although you've you've talked a bit about the importance of not of augmenting and complementing human work not replacing people. May wonder, what are the implications of using some of these AI tools in terms of the allocation of human resources, in terms of the funding of the sector, and what the what it means for the work of settlement and employment?

Yeah, we be very careful about that. It's it's hard like my personal belief about this is that we only need more people in our settlement sector. And what we're seeing this sector is overburdened, understaffed. Our newcomers are not getting the services that they deserve despite all the hard work that is going on in our settlement sector. So we only need more people, but if there is technology that that can help our settlement sector to be more effective, we should be benefiting from that. So the idea of replacing people, even in very simple tasks, makes me very uncomfortable, and I don't think anyone will benefit from that. These systems, they look very smart, but they can make very simple problems, simple mistakes. I don't know if I mentioned it in my slides or not, but there was a figure that on when you look at clinical center on map, there is, like, this big thing written there that this is not a walk in clinic. But then, like, chatgpt, like. Introduces that as a walking clinic. So there are simple things that can go wrong, and if we use these things in a larger scale, it can be really harmful. So I really dislike that idea of replacing people. And there should be always human oversight. And that list that we provided is not exhaustive in any ways, and we try to not rank those tasks. But just saying that these are possible. These are the things that the technologies out there, people have done it in different areas, and the technology can be transferred to this area, but we are not the ones that I as AI researchers. We are not the ones that decide what should be done first or what is more important, what is more needed. We just try to provide that information for the sector to decide what makes more sense to do.

Yeah, yeah. But I think that that's that's a useful starting point to have that conversation as a sector, which I think you've really kind of given us this the the impetus for here, I think there's some great ideas here in in the research you, you're doing, and the importance, I think, of that call out for us to work more with researchers in this space. One of the areas that you've got recommendations for AI researchers, service providers and government, and I think it's related to a couple of questions that came up earlier, what in the last few minutes we have, what role or recommendations would you have for the AI companies that are building tools now in terms of ensuring that They're developing responsible AI applications that can better serve sectors like ours.

Yeah, maybe we should have included that we kind of like thought about technologists and AI researchers at the same time. The reason why we didn't do that in that report was that our scan was limited to AI research and publications in journals and conferences. We didn't have the means, and honestly, we tried, but we couldn't find the sources that would let us scan what's going on in in companies that work on AI and like, how what are some of the efforts to take this technology and science into production, but they definitely play an important role in my previous job. I was working in an industry, and that was what we were doing. We were helping different sectors to integrate AI and adopt AI. That's, that's, that's a very important role that they play. But I think what they do is more like quick prototyping, building something that works. They're very good at that, but the longer term maintenance of these kinds of tools, the service providers themselves should be equipped to do that, and AI researchers can do like more long term research to understand the implications and how these things are being used, and how they will impact the industry. So this is, again, a multidisciplinary effort, and definitely companies have a big role to play there, which

is related. There's three really quick points in slido that I think are completely related, and I'll kind of answer them, because I think they're yes or no questions. So is there any organization that monitors for malicious use? No, not really. Do you have suggestions to correct or confront malicious use? It sounds like it will take a lot of work just to monitor for this. And the answer is yes, and that's why you're proposing guardrails and ethical standards and and some government AI regulation of the use of these tools, as well as the reality of literacy, which you've talked about as well, so understanding that what you get needs to be verified, and then it can AI direct newcomers to settlement service providers and give awareness about the supports that are available to them. And the answer is yes, but it doesn't have all the information. And sometimes it as you described, and you did share it in your slides, it gives the wrong information that leads to someone literally on their Google profile, having to put in we are not a walk in clinic, because so many people have have gotten that misinformation, for example. And I think your examples were so vivid in how some of the bias really shows up, and how that can play out for different language groups or people from different countries of origin. So just want to, you know, share the appreciation for all the efforts you do on the research side, and the encouragement to proactively reach out to research researchers on this topic.
